More than submarines: New dimensions in the Australia–France strategic partnership

In this compendium examining the France–Australia relationship, we have brought together experts from each country to explore our shared histories and plot a course for where we might take the relationship in the future. Each section examines a different aspect of the relationship—historical, international security, defence and the South Pacific—from a French and an Australian perspective. The experts brought together in this volume cover a breadth and depth of knowledge and experience as officials, academics and practitioners.

What emerges is a rich and complex picture of two vibrant and activist countries, grappling with complex problems, but each determined to contribute to making the world safer and more just. At a time when the international order appears under threat, the willingness of our two countries to continue to commit to the global rule of law and strengthening the liberal order and respect for human rights is both heartening and vital.

It’s also clear, however, that maximising the benefits of the bilateral relationship requires a strategic plan and practical commitment to getting things done. This compendium is a contribution to enhancing the relationship so that it can truly be more than the sum of its parts and we can navigate confidently through the decades to come.

The virtual meets reality: Policy implications of e-diasporas

Diasporas are global social formations of people who have been scattered from their country of origin. They carry with them a collective representation, myth or imagined sense of their homeland. The connection between the diaspora and its members’ original ‘home’ was, until the rise of social media, sustained by letters, tapes and print media.

E-diasporas originally emerged as online manifestations of diaspora communities. Although social media are just some of many technologies used by people to communicate, their rise has intensified the articulation and elaboration of diasporic identities several-fold.

With social media, e-diasporas recreate and expand a diaspora’s sense of shared identity and community by providing a virtual venue for affirmation and recognition.

Today, e-diasporas are combinations of self-interest and identity groups that share experiences through online media. The members share their country of origin and, at times—depending on the size of the community—their host country.

Preventing and countering violent extremism in Africa: mining and Australia’s interests

Australia has commercial and strategic interests in helping to prevent and counter violent extremism in Africa. Australian mining companies are engaged across the continent in Mali, Burkina Faso, Kenya and many other countries where there have been high-profile terrorist attacks and kidnappings of foreign nationals, including Australians. Those threats already affect the way Australian mining companies approach their operations on the continent. With rising risks to Australian nationals, businesses and foreign investment through the mining industry, violent extremism in Africa is a direct threat to Australian national interests.

Drawing on the findings of a newly published in-depth report, Preventing and countering violent extremism in Africa: The role of the mining sectorthis paper examines how the Australian mining sector should step up efforts aimed at preventing and countering violent extremism (P/CVE) in Africa. While the report notes that mining projects present risks that can exacerbate some of the drivers of violent extremism, it also highlights the potential to leverage the work of mining projects as a bulwark against violent extremism.

This paper shows that there’s scope for further cooperation and engagement with the Australian Government in the mining sector. The potential of the private sector in P/CVE remains underexplored. Consequently, the mining sector has an opportunity to lead by example in this field.

Preventing and countering violent extremism in Africa: the role of the mining sector

Terrorism and violent extremism remain significant threats to international peace and security. Although few countries have been immune, Africa has been particularly susceptible. Weak institutions, porous borders, inadequately trained or ill-equipped security forces, historical grievances and a lack of economic opportunities have created conditions for extremist ideologies to grow and persist in parts of the continent.

To date, most counterterrorism efforts have been security and intelligence led, with an emphasis on military and kinetic strategies to ‘defeat’ terrorism. Over the past decade in particular, global efforts have also focused on strategies for preventing and countering violent extremism (P/CVE), particularly on the role of international institutions, governments, regional organisations and communities. While several international frameworks for counterterrorism, for example the UN Secretary-General’s Plan of Action to Prevent Violent Extremism, have recognised the important role of the private sector in prevention measures, there’s been little research and analysis exploring the specificity and mechanisms of private sector involvement. This report by ASPI, in cooperation with Hedayah, uses a case study of the mining sector in Africa to examine how the private sector does and can engage in P/CVE efforts.

This report explores the correlation between the drivers of violent extremism and the different activities undertaken throughout a mining project’s life cycle in order to identify potential risks and opportunities. It examines the role of the mining sector in actions to address violent extremism, identifying preliminary lessons and best practices from the research. Finally, it provides recommendations for mining companies, the industry, governments and communities on approaches to engage mining companies in P/CVE efforts.

Elections at the UN: Australia’s approach

Australia is expected to be elected to the UN Human Rights Council for the first time on Monday 16 October in New York.

It’s a significant candidacy—we have the opportunity to make a valuable contribution to the work of the pre-eminent inter-governmental body overseeing the protection and promotion of global human rights and, in doing so, also promote our own interests and build influence as a global player.

The candidacy presents a timely opportunity to consider the value of serving on UN inter-governmental bodies and Australia’s rationale and approach in putting itself forward as a candidate on a regular basis.

This new ASPI paper by Sally Weston examines the electoral process to serve on UN organs and bodies.

It explores the opportunities for representation and what it often takes to ensure that candidacies are successful in an inherently competitive field.

It also examines the benefits of Australian representation in UN bodies and organs and provides recommendations for Australia to sustain its UN engagement by strategically presenting candidacies to the UN membership.

ASPI at 15

ASPI was registered as a wholly government-owned company on 22 August 2001, but it was several years earlier when Ian McLachlan, the first Defence Minister of the Howard government, saw the need to establish an institute to provide an alternate source of advice on defence and strategic policy.

The articles in this Strategic Insights paper, originally published on the ASPI Strategist website in August 2016, come from a number of individuals who deeply wanted the institute to succeed and indeed were prepared to invest their own effort to make it happen. While turning 15 is a good time to reflect on growth and early experiences, ASPI’s most productive years are still ahead of it.

From Hollywood to Bollywood? Recasting Australia’s Indo/Pacific strategic geography

Australia’s strategic geography is being revolutionised. China and India’s rising maritime power, coupled with a Eurasia-wide ‘connectivity revolution’, is drawing together two formerly disparate theatres: the Asia–Pacific and the Indian Ocean region.

This report argues against the Indo-Pacific idea and presents the case for a more regionally differentiated ‘Indo/Pacific’ alternative. The hyphen at the heart of the Indo-Pacific aggregates two distinct regional security orders that have differed widely in their historical evolution and that today present different challenges and regional order-building opportunities for Australia.

By contrast, an Indo/Pacific strategic geography explicitly differentiates the Asia–Pacific from the Indian Ocean region and calibrates Australia’s strategies for regional engagement accordingly.

The Asia–Pacific and the Indian Ocean region thus present increasingly interconnected—but still durably distinct—security orders. For this reason, Australia should pursue a regionally differentiated ‘triple track’ strategy of order-building.

Improving on zero: Australia and India attempt strategic convergence

India no longer sees Australia as merely a strategic stooge of the US. And Australia is starting to accord India the importance India always saw as its right. Those are big changes in attitude and policy—and in the two countries’ understanding of each other’s interests.

Strategy: The Australia–India strategic relationship was in zero territory—often in negative mode—for much of the 20th century; indeed, effectively since India’s independence. In the 21st century, though, Australia and India can reach for greater strategic convergence.

People: Australia in the 21st century can have a set of relationships with India based on people as much as on economic and strategic need.

Economics and trade: As China slows economically, Australia turns to India. The negotiation of an Australia–India free trade deal—a Comprehensive Economic Cooperation Agreement—aims to match the bilateral agreements Australia reached with China, Japan and South Korea.

Improving on zero: The previous negative relationship was based on a lot of hard history (White Australia, the Cold War, alliance versus non-alignment and India’s nuclear weapons status). This time it’s different—our astigmatism and the antagonisms should not derail the opportunity, and the need, to see each other clearly and do much more together.

Why Russia is a threat to the international order

Almost a quarter of a century after the demise of the USSR, Russia is back on the world stage and in a familiar, threatening manner. There can be no doubt that Putin’s Russia is now seeking to reassert itself as a major power. It seems set on a path to confrontation with the West and is now challenging the established post-World War II security order in Europe.

This paper analyses Russia’s geopolitical ambitions, its military modernisation, the threat it poses to the international order and how the West should respond. It estimates the prospects for the Russian economy to assess how economic weakness might affect Russian behaviour. It concludes by addressing Moscow’s strategic priorities in the Asia–Pacific region and the implications of Russia’s rise for Australia.

Time to start worrying again? Cross-strait stability after the 2016 Taiwanese elections

The study argues that the Taiwan Strait will remain dangerous and that Canberra needs to pay closer attention to the evolving cross-strait situation. Of crucial importance is the question of whether Australia should support its US ally in a future Taiwan contingency.

The report calls for a comprehensive dialogue between Canberra and Washington to avoid a future ‘expectation gap’ on the Taiwan issue. As well, Australia should acknowledge Taiwan’s potentially constructive role in regional maritime territorial disputes. Finally, Canberra should proactively take steps to enhance Taiwan’s regional political and economic integration as a means to contribute to long-term cross-strait stability.
