A practical agenda for India-Australia semiconductor collaboration

With the global semiconductor supply chain under strain, India and Australia have a timely opportunity to strengthen their partnership in the critical sector. Both recognise the strategic importance of developing domestic semiconductor capabilities. As Quad members, they are also a part of the Quad Semiconductor Supply Chain Initiative, which seeks to ‘map capacity, identify vulnerabilities, and bolster supply-chain security for semiconductors and their vital components.’

To take this agenda forward, this article proposes five practical ideas for bilateral cooperation. We have intentionally omitted ideas that require high capital investment and collaboration effort.

First, joint commercial projects offer a pragmatic starting point. The Australian Space Agency’s International Space Investment India Projects program offers grants for partnerships between Australian and Indian space companies. Launched in 2023, the program comprises funding of $20.69 million over four years. A similar design initiative for semiconductors, including in such emerging areas as chiplets (tiny specialised chips), would harness complementary strengths.

India has significant semiconductor talent, including nearly 20 percent of the world’s design engineers working in product and service companies. Australia has globally renowned research institutions known for their expertise such fields as quantum technologies; it also has a record of leadership in wireless communication and photonics. Grants for establishing collaborative chip design centres in Australia, where a large proportion of companies develop systems based on offtheshelf technologies, would help spark new product development and help create a critical mass of talent on both sides.

Second, research collaboration will build a talent pipeline for the future. Australian universities are expanding their presence in India after regulatory changes in higher education there allowed local establishment of foreign campuses. Taking advantage of this, a dedicated India-Australia research academy focused on very large-scale integration design and new semiconductor materials could help drive innovation. This would leverage India’s software prowess and Australia’s expertise in advanced materials and could uncover new opportunities in areas such as packaging and compound semiconductors. The existing Indian Institute of Technology Monash Research Academy provides a model for bilateral PhD programs and student exchanges.

Third, access to each other’s R&D infrastructure would aid rapid prototyping in both countries for companies that lack fabs. India’s Semiconductor Laboratory and the Indian Institute of Science have research-focused semiconductor fabrication facilities, while Australia has developed open infrastructure facilities at the Australian National Fabrication Facility. Providing engineers reciprocal access to these facilities for prototyping and training would act as a catalyst.

Fourth, partnerships in outsourced assembly and test (OSAT) would support complementary initiatives and investment in either country. India is attracting investments from leading semiconductor firms for OSAT facilities (which provide third-party integrated-circuit packaging and test services). The New South Wales government in Australia aims to establish low-volume advanced packaging development infrastructure. Given the difference in their starting points, a partnership in this domain could enable seamless transfer of technologies requiring higher volume manufacturing capability. Another area for OSAT collaboration could be to offering training programs at new facilities for partner country engineers.

Finally, facilitating talent mobility through preferential visas will be vital. As India develops as a global semiconductor hub, a silicon visa scheme, similar to Australia’s Global Talent Independent program, could enable Indian engineers to work in the Australian industry for extended periods. Australia’s massive expertise in advanced materials could aid India’s push for advanced manufacturing. Young researchers and entrepreneurs would especially gain from bilateral exchanges.

We believe these five items are actionable without requiring significant investment or intra-government coordination. For some, templates already exist in other areas of cooperation. If these initiatives show promise, the two governments can collaborate on more complex areas, such as jointly funding a compound semiconductor fab, strengthening the global open-source hardware ecosystem, and signing patent protection treaties to enable joint silicon intellectual-property ownership.

With concerted efforts towards building commercial linkages, research collaboration, and talent mobility, India and Australia can put their partnership to work in strengthening domestic semiconductor capabilities. Their complementary strengths and shared interests position them well to collaborate across the semiconductor value chain, from materials to design, manufacturing and advanced packaging.

India-Australia collaboration on digital public infrastructure in the Pacific

The deployment of population-scale digital public infrastructure (DPI) is gaining traction worldwide and is acknowledged as a necessary and cost-effective intervention to fast-track sustainable development. The G20 also endorsed the ‘Framework for Systems of Digital Public Infrastructure’, a voluntary plan for the development, deployment, and governance of DPI. India has developed state-of-the-art DPI for various purposes, and Australia is the biggest development partner for Pacific Island countries. Together, they are well positioned to make state-of-the-art DPI accessible to small island developing states (PSIDS) there to help fast-track developmental outcomes.

DPI covers digital solutions and systems that enable the provision of vital services between government, businesses, and citizens. These include identification, payment, and data exchange systems. India’s Aadhaar, Unified Payments Interface, and Digital Empowerment and Protection Architecture are examples of such systems which have helped fast-track financial inclusion and enabled the efficient and effective delivery of government services. India has successfully developed and deployed DPI at a population scale for various purposes.

A recent IMF working paper examines India’s journey in developing a world-class DPI. It highlights lessons other countries embarking on their own digital transformation can learn from the Indian experience. The Bank of International Settlements has recognised India’s success in accelerating financial inclusion outcomes by four decades using DPI. Additionally, India’s Aadhaar has enabled seamless verification of individuals and streamlined access to government services and benefits. India’s vaccine distribution and management platform, Co-WIN, has enabled the rapid scaling up of vaccine delivery efforts.

Like India, PSIDS have significant benefits to be gained from the adoption of DPI. The potential to leapfrog development goals by reducing leakages, curbing corruption, and increasing financial inclusion is far greater for low and middle-income countries. India can help provide technical assistance in building DPI, and Australia can help finance the infrastructure needed for it to function.

Australia is the biggest development partner for Pacific Island countries by a large margin, providing an estimated $7.5 billion in aid over recent years. Through its Pacific Digital Economy Program (PDEP), Australia aims to create inclusive digital economies in the small island states by applying digital solutions to meet the needs of vulnerable islanders and narrow the digital divide. India has also increased its focus and attention on the Pacific islands. In 2014, it established the Forum for India–Pacific Islands Cooperation, and in 2019, it announced a US$12 million grant for developmental projects in an area of their choice. In addition, the island states can access a concessional line of credit of US$150 million. These programs can help fund the rollout of DPI in the island states.

As a bridge between citizens, digital markets, and the state, DPI will increasingly shape their interactions. This infrastructure is not values-agnostic and must be built to advance democratic values. India and Australia must build on shared interests, values, and complementarity in promoting open, transparent, and interoperable DPI in small Pacific states.

India has made remarkable progress in rapidly deploying its DPI, but regulatory gaps must be addressed. A robust data protection framework is essential to ensure that data collected from users is used only for its intended purposes and protected from misuse by corporations or the government. After years of debate and discussion, India finally enacted comprehensive data protection in August this year to limit the use of data collected while safeguarding it from misuse.

In addition, it is important to establish a sustainable funding model to maintain the viability of any DPI in the long run. In India’s payments DPI, transactions are free for merchants and users, but costs are incurred by banks, fintech start-ups, and regulatory bodies to build and maintain the infrastructure. The government subsidises some of these costs, which amounted to US$261 million of taxpayer money in the previous fiscal year. If all participants in the ecosystem do not have access to a sustainable funding mechanism, it can lead to a decline in innovation and service quality. Therefore, countries should address these gaps when deploying their own DPI.

Wider adoption of common and interoperable DPI could lead to the setting of global standards, best practices, and innovation for the entire ecosystem. Whether related to regulatory frameworks for data protection, sustainable funding models, or multiple language support, lessons can be learned from taking India’s DPI to other countries.

India has already entered into memorandums of understanding with Armenia, Sierra Leone, Suriname, Antigua, Barbados, Trinidad and Tobago, Papua New Guinea and Mauritius, offering them the code for its DPI at no cost. However, different countries may have differing requirements for how DPI needs to be implemented. This includes customising it for their governance needs and local language support. Concerns over sovereignty might also dictate that local teams must be trained to operate and maintain the systems. This presents an excellent business opportunity for Indian tech firms that build and integrate DPI or train local personnel.

A robust DPI widely adopted among countries in our neighbourhood presents opportunities for innovation, sustainable development, and economic growth. To achieve the goal of a common digital future, India should partner with Australia to promote the adoption of its digital public infrastructure in the Pacific region.

Australia and India embrace an edge in critical tech, cyber and space

From tackling cyber threats to unlocking critical tech innovation, Australia and India are forging a powerful partnership. As 2024 gets underway, the combined threats of Russia, Iran and China (and to a lesser extent, North Korea) will continue to dominate and destabilise international security, with the key question being how democratic countries respond.

The answer needs to be that they will respond proactively and collectively.

For Australia and stability in the Indo-Pacific, one of the most significant geo-strategic trends is India’s emergence as a global player and its converging alignment with the strategic interests of democratic counterparts, in particular its Quad partners.

In a matter of just weeks during August and September last year, India showed its rising influence in a dizzying array of headline-grabbing moments. It hosted the G20, demonstrating its global convening power and its ability to bridge the gap between developed and developing nations. It landed a spacecraft on the moon, participated in a Quad Foreign Ministers’ meeting at the United Nations and became embroiled in an unseemly rift with Canada over the killing of Sikh separatist leader, Hardeep Nijjar (soon followed by similar accusations in relation to a plot on US soil).

While it would be an overstatement to say we’ve entered a new, multipolar era, there is no doubt India is on the rise. It is rightly seen as instrumental in the global task of strategically balancing China. And it is harnessing its status as a technology powerhouse both domestically and in its international relationships.

The importance of India’s rise does not mean ignoring Delhi’s imperfections. Frank, open exchanges between friends are vital, but it demands that we proactively work with India to navigate what will be a tension-filled era defined by the intersection of critical technology and security, and the impact on our societies.

AUKUS—both pillars one and two—was established as a direct response to the combination of Beijing’s unprecedented peacetime military build-up and its strategic objective of surpassing the US in technological superiority. Beijing has demonstrated its intention to use technology to control its own population, covertly influence open societies and make the rest of the world so dependent on Chinese tech that any resistance to aggression would be futile. This is the ultimate form of deterrence, in which China’s combined economic, technological and military might means countries feel that pushing back on even Beijing’s most malign behaviour would result in retribution.

While we have sensibly committed ourselves to the AUKUS partnership and its focus on defence technology, India should now be considered a top-tier partner across the full breadth of critical technologies that affect national security. Indeed, India’s energetic participation in the Quad and national resilience policies are driven by the similar recognition of Beijing’s potential technological power. In direct response to territorial incursions and the increasing influence of Chinese technology, Delhi began de-risking its relationship with Beijing before any other nation, which has led to the banning of more than 350 apps since 2020, including TikTok and WeChat, due to data security, privacy and espionage concerns.

India is not alone in these concerns, with all Quad partners, plus the UK and other European countries like the Netherlands, attempting to de-risk but, unlike India, fearful of the consequences of widespread prohibitions.

We should learn from India, rather than falling into the trap of always thinking we have so much to teach. After all, Indians are managing to live without TikTok. Admittedly, it is easier to ban such apps before societies start to depend on them, but this is why it makes sense to build a combined Quad, AUKUS and G7 economic security strategy among open societies. We should ensure India is a major player given its presence across fields as diverse as 5G telecommunications, energy security, space and military technology, whether as a developer, a market, or both.

The importance of India as a partner on technology was reinforced by the landing of Chandrayaan 3 on the South Pole of the Moon, making India the first country to do so and the fourth to land anywhere on the moon. An exclusive top tier of space powers, comprising the two current superpowers, the US and China, and a still disruptive but declining Russia, is now being joined by new players, including India (along with Japan which recently launched its own moon rover).

Australia is not part of this exclusive group, but we have the foundations of technology, geography and relationships. As a re-emerging space power, Australia should take the opportunity to cooperate with India, given our common interests across all sectors of space, from civil to commercial to national security.

Australia has established space launch sites in the Northern Territory, central Queensland and South Australia, with at least two operational and viable options for strategic partners. The opportunities extend beyond bilateral co-operation, with the establishment of a Quad space working group during the Tokyo 2022 Quad Leaders’ Summit which is focused on the sharing of space-based earth observation data as well as the long-term sustainability of space.

Our two countries should explore expanding this cooperation to collaborate in space itself, building on existing partnerships amongst companies and civil society. Both countries are signatories to the NASA Artemis Accords which seek to establish new approaches to sustainable use of resources on the Moon and to avoid disputes over access to resource rich regions.

Space technology is becoming more important to all aspects of our lives. It offers increased visibility and advantages across other fields, including military, maritime, air, ocean health, carbon dioxide and hydrogen monitoring.

Strategically, the message for Australian policymakers and decisionmakers is clear: space cannot be a domain Australia leaves to our Quad partners—either as an economic enabler, or to constrain Beijing’s strategic ambitions.

Embracing collaboration, moreover, will be vital across a wide range of sectors beyond space. As ASPI’s Critical Technology Tracker shows, China has built the foundations to position itself as the world’s leading science and technology superpower. Research commercialisation remains a key strength of countries like the US, but we need to acknowledge the trends of China’s high-impact technology research and better understand the potential impact on security in open societies.

Our data-rich tracker also showed that the only realistic way for likeminded nations to compete with China is to team up and improve their tech collaboration, with India being a key player.

For example, the tracker data shows that India is ranked third in high-end research into biological manufacturing, which includes medicines and environmental remediation. It ranks second globally in a further sub-set of biofuels, integral for energy security and climate protection. Put simply, these are technologies that affect our national security, with untrustworthy suppliers weakening our long-term sovereignty and military readiness.

Any doubt as to the significance of these critical technologies to security should have been put to rest in 2023 when the US Department of Defense released its Biomanufacturing Strategy—part of the Biden Administration’s goal to ‘develop materials with novel properties to enhance systems ranging from hypersonics to submarines; and greatly reduce logistical and resupply timelines’.

India seems aware of the power and urgency of such technology, judging by the release of its own ‘National Biofuel Policy’ and the launch of the Global Biofuel Alliance at the G20.

The prestigious Raisina Dialogue to be held in Australia later this year will be a perfect forum to discuss deepening co-operation between the two countries in these key areas.

India’s trajectory as a tech superpower that can help counter-balance Beijing’s growing effort to impose its will on the region doesn’t mean that India will become Australia’s next treaty ally. But an aligned India can be just as important. In the Cold War, we saw a non-allied India lean towards the Soviets (helped by some unfortunate pushing from friends, including the US).

Beijing’s aggression and Russia’s unreliability has helped turn the ship around, leading India to choose a revised path of engaging with all, but aligning with the US and partners. This leads to some confusion and, at times, angst. However, India can attend meetings with China and Russia, including through the BRICs grouping, while also being an active participant in the Quad. India sees the BRICs as giving it a tactical advantage, enabling it to keep an eye on those who might not share India’s national and regional interests. In contrast, the Quad is built on strategic trust and shared interest in the Indo-Pacific, with technology playing a leading role.

No doubt, Delhi’s Russia policy is not where Australia or the other Quad partners wish it to be. This needs to be considered a work in progress. As Minister Jaishankar has said about the war on Ukraine, India has chosen the side of peace. This should pit it against Beijing and Moscow and put it firmly in the camp of deterrence and stability—the policy of India’s Quad partners.

We should heed that message and work with Delhi not only to help India compete technologically with China for its own economic independence, but also for what it can contribute to regional deterrence and stability.
